Study of Paving and Grading Industry Classifications for Workers' Compensation Insurance
The Workers' Compensation Insurance Rating Bureau of California (WCIRB) is a licensed rating organization and the California Insurance Commissioner's designated statistical agent for workers' compensation insurance. For over
100 years, the WCIRB has been relied upon by the Insurance Commissioner, the legislature, insurers and employers as the premier source of reliable workers' compensation information and statistics.
Integral to the WCIRB's mission is the administration of a Standard Classification System that is used to facilitate the accurate collection of workers' compensation payroll and loss data. Each standard classification represents a distinct and identifiable group of employers engaged in a relatively homogenous set of operations. The payroll and loss data collected is used to establish an advisory pure premium rate for each standard classification. These advisory rates are approved by California's Insurance Commissioner and used by insurers to derive the rates they charge employers for workers' compensation insurance. The advisory pure premium rates are typically revised and approved annually to be effective as of a policy's inception.
As part of the WCIRB's mission, the standard classifications are regularly reviewed. The WCIRB is reviewing the business operations associated with street and road construction, as well as off street paving and grading to clarify, update and enhance classification descriptions and procedures.
The classifications that will be studied include the following:
- 5506, Street or Road Construction - paving or repaving, surfacing or resurfacing or scraping - all kinds - including airport runways, warming aprons, incidental field plants, fence or guardrail construction
- 5507, Street or Road Construction - grading - all operations of bringing roadbed to grade including clearing and grubbing right-of-way and temporary surfacing
- 6218(1), Excavation - N.O.C. - including borrowing, filling or backfilling - employees whose regular hourly wage does not equal or exceed $31.00 per hour
- 6220(1), Excavation - N.O.C. - including borrowing, filling or backfilling - employees whose regular hourly wage equals or exceed $31.00 per hour
- 6218(2), Grading Land - N.O.C. - including borrowing, filling or backfilling - employees whose regular hourly wage does not equal or exceed $31.00 per hour
- 6220(2), Grading Land - N.O.C. - including borrowing, filling or backfilling - employees whose regular hourly wage equals or exceeds $31.00 per hour
- 6218(3), Land Leveling - grading farm lands -employees whose regular hourly wage does not equal or exceed $31.00 per hour
- 6220(3), Land Leveling - grading farm lands - employees whose regular hourly wage equals or exceeds $31.00 per hour
- 8227, Construction or Erection Permanent Yards - for maintenance of equipment or storage of material
- 5474(1), Painting, Decorating or Paper Hanging - including shop operations - employees whose regular hourly wage does not equal or exceed $26.00 per hour - N.O.C.
- 5482(1), Painting, Decorating or Paper Hanging - including shop operations - employees whose regular hourly wage equals or exceeds $26.00 per hour - N.O.C.
