SAVE THE DATE: Tahoe Living, Housing and Community Revitalization Working Group 

The Tahoe Regional Planning Agency Tahoe Living Working Group will hold its 4th Committee Meeting on April 7, 2021. Members of the public are welcome to attend the virtual meeting. At the last meeting held on February 10, 2021. Topics of discussion included :

  • ADUs and Density Proposed Policy
  • Bonus ADUs vs. acquiring fair market development rights
  • Bonus Units awarded only within proximity to transit
  • Deed restrictions
  • Near Term Actions
  • “Missing Middle” Housing

Natalie Yanish, CATT SLT Government Affairs Manager, is a committee member and provided feedback and testimony at the last meeting on behalf of the construction industry.

  • Deed restrictions are prohibitive for development/resale
  • Bonus units should be available outside of distance from transit areas due to lack of existing transportation infrastructure
  • TRPA should take into consideration that a bonus unit for a tiny home/ADU will draw down on overall existing allocations (speed up build out in the basin) for growth management

DOUGLAS COUNTY IMPOSES MORITORIUM, SHORT TERM RENTAL RESTRICTIONS

At the February 18, 2021 Meeting, the Douglas County Commissioners voted to impose a moratorium on new VHR permits. During their March 4th meeting, they gave direction to the Douglas County Manager and staff to bring an updated proposed VHR ordinance for consideration, which includes considerable regulations and restrictions above the already stick existing ordinance.
Of most concern are the following proposals:

  • “Buffering”, or disallowing parcels in a proximity to a current short term rental property to qualify for a permit
  • “Cap”, or limit on the number of VHR permits available
  • Limiting the number of occupants and requiring a renter to be 25 years of age or older
  • Increased fines up to $20,000 for violations

Natalie Yanish, SLT Government Affairs Manager, provided testimony emphasizing that the solution should be to address the lax enforcement of the current rules, and not further onerous restrictions affecting private property owners right to rent their properties for economic benefit. Douglas County VHR Restrictions

  • Moratorium on VHR permits, possible cap and locational restrictions

City of South Lake Tahoe

  • Climate Action Plan (CAP) - Content of proposed strategies and impacts on construction
  • Electrification of buildings, code above Title 24

ONE Tahoe

  • User basin entry fee
  • Toll for commuters, visitors, and commercial vehicles

Permitting - local jurisdictions

  • City of South Lake Tahoe, El Dorado County, Douglas County - Turn around time frames
  • Tahoe Regional Planning Agency residential allocation release timeframes and deadline for plan submission
  • Transparent reporting of building permit data by El Dorado County, City of SLT, and Douglas County

TRPA “Tahoe Living” Working Group

  • Recommendations to relax code and ordinances and incentives for workforce housing
  • Density requirements, project process streamlining, possible deed restriction, fee/taxes to fund affordable housing, incentivizing ADU’s
