
History
CATT, the Contractors Association
of Truckee Tahoe, was formed in 1998 by a few contractors
in the Truckee-Tahoe region. These founders had two
priorities: address the impacts of local agencies on
the building trade and improve the overall professionalism
within the industry. Through discussions, this small
group realized that many other contractors were feeling
the same frustrations. The Articles of Incorporation
were signed June 24, 1998 by Mitch Clarin, Embree Cross,
Pat Flora, Robert Gelso, Richard Loverde, Brian Marsh,
Ted Owens, Eric Reamer, Dennis Schlumpf, and Matt Williams.
The corporation was chartered as a regional, non-profit
trade association and received recognition as a tax-exempt
organization. Governing Bylaws established a 15-member
board and that Board quickly began soliciting membership
support. In July of 1998, the first staff person was
hired and in October 1998, the first golf tournament
fundraiser was held. Also in 1998, CATT absorbed the
Tahoe Independent Contractors Association of North Tahoe.
In 2001, CATT announced an affiliation with the Nevada
County Contractors Association, and other affiliations
followed, including reciprocal memberships with the
North State Building Industry Association, Sierra Green
Building Association, and Tahoe Sierra Board of Realtors.
Over the years, CATT also branched
out and created a 501(c)3 charitable arm, C.A.T.T. Community
Project, which focuses on building or restoring community
structures, and CATTPAC, a registered Political Action
Committee.

to CATT and fellow members, and through conduct of your
business, demonstrate that membership in this organization
is an assurance of integrity and quality.
Insure that agreements and contracts
are clear and understandable and state the essentials
of every transaction with adequate protection and representation
to all concerned.
Provide fair and just compensation
for services rendered in each transaction.
Keep your insurance and license current.
Provide opportunities for employment
in a safe environment.
Cooperate with all public officials
and comply with all laws and regulations governing the
industry and our community.
Say or print nothing that may reflect
unfavorably on others except in an articulate, intelligent
manner and only when protection of the public good and/or
our industry dictates.
Dedicate yourself to bringing together
members of the construction industry and community at
large in the bonds of fellowship, mutual understanding,
and positive solutions.

1/12 increments. December 1 of each year is the common
annual billing date. January 1 is the start of the membership

Success Stories
CATT is recognized as a critical stakeholder
in the Truckee-Tahoe region. Since its inception in
1998, CATT has worked with local decision-makers and
staff from the various government agencies to insure
that the voice of the building industry is heard. Just
as significant, CATT has become the face of the building
industry to the media and the public.
In 2005, CATT was chosen to sit on
the Placer County “Planning Working Group”
to interact with Tahoe Regional Planning Agency as the
TRPA Regional Plan is updated.
In 2005, CATT participated in meaningful
discussions with Placer County to improve/streamline
the permit process for the eastern half of the County.
In 2005, CATT presented a Public Outreach
Policy to the Truckee Donner Public Utility District
Board of Directors, and the policy was unanimously adopted
by the Board.
In 2005, CATT successfully lobbied
the Truckee Town Council for an Economic Analysis to
be performed before two new housing ordinances are adopted.
CATT secured the support of the Truckee Donner Chamber
of Commerce and Workforce Housing Association for the
economic analysis.
In 2005, CATT co-sponsored a “Form
Based Code” seminar and “Affordable Housing”
presentation to introduce new land use/planning concepts
to area architects, engineers, builders, and other stakeholders.
In 2005, CATT hosted a Best Management
Practices Workshop on erosion control, in preparation
for new rules being implemented by the Town of Truckee.
In 2004, CATT suggested a citizen
committee be created to scrutinize every detail of new
mitigation fees being proposed by the Town of Truckee,
which resulted in questionable fees being dropped from
the proposal (cost savings of approximately $1500 per
single family residential unit).
In 2004, CATT co-sponsored three live
Candidate Forums on Channel 6 TV.
In 2004, CATT was named to sit on
the Truckee Affordable Housing Working Group.
In 2004, CATT commented on the Truckee
Tahoe Airport Compatibility Plan.
In 2004, CATT worked with the Truckee
Building Department to reduce Plan Check turn-around
time for single family residential permits to only four
weeks and also draft a set of Model Plans to assist
professionals in meeting Town requirements.
In 2004 and 2005, CATT contributed
to the community by serving breakfast for local senior
citizens, donating materials and man-hours on the Truckee
River Legacy Trail, providing labor, expertise, and
materials for the Transit Shelter in Truckee, and collecting
donations for Hurricane Katrina victims.
